Does Colombia take a Florida stamp?
Yes. Offices in Colombia accept the Florida foreign-use stamp (apostille) on a document that was issued in Florida or notarized by a Florida notary.

Cancillería will not apostille a U.S. document. The competent authority is Florida DOS for Florida documents, then the document travels with the apostille — no Colombian stamp is added in Tallahassee.

Who actually stamps the document
The embassy of Colombia does not add this stamp to a Florida document. The Florida Department of State in Tallahassee does.
If Colombia asks for a translation, get the Florida stamp first, then translate. Translating first is usually the wrong order.
